If a criminal let off a bomb and 1,000 people lost their homes would they be labeled a terrorist?

What if 17 MILLION AMERICANS lost their homes, their pets and some their lives after a FINANCIAL BOMB was dropped, aren't they terrorists of a FAR greater magnitude? Who are the REAL TERRORISTS? Why doesn't the F.B.I. target them? Does that make them terrorists too for planning to actually murder their opposition?
